When main-beam headlights may be used

Use main beam on dark non-urban roads to see farther, but dip it for oncoming traffic, when following another vehicle closely or whenever pedestrians or users on another road might be dazzled. Fog reflects main beam and worsens visibility, so it is not a reason to use it in a town. Neither carrying an ill person nor driving into low sun creates a general exemption.
