The uphill vehicle normally has priority because restarting and reversing uphill are more difficult. The downhill driver should stop and, when necessary, reverse to a suitable place. If either vehicle is close to a passing place, that driver should normally pull into it regardless of direction. Do not confuse GIVE WAY, which requires stopping only when necessary, with STOP, which requires a complete halt in every case.
