Speed must not create an obstruction to traffic
Vehicle speed must be appropriate not only to safety but also to the orderly flow of traffic: driving unnecessarily slowly can create an obstruction. At junctions, drivers must reduce speed and stop where necessary to allow traffic with priority to pass.
