No entry except buses

The red no-entry sign normally prohibits vehicles from entering from that direction. The supplementary panel reads eccetto, meaning except, and shows a bus. It therefore removes buses from the scope of the prohibition while leaving all other vehicles subject to the no-entry sign. The exception must be applied after identifying the main sign: the result is no entry, except for buses.
