Stop when level-crossing red lights are flashing, even if the half-barrier is still raised

When approaching a level crossing with the red lights flashing and the half-barrier still raised, the driver must stop at the stop line. The lights already prohibit passage: the driver must not accelerate in an attempt to cross before the half-barrier comes down.
