The no-parking sign combined with the recovery-vehicle panel warns that an offending vehicle may be towed to a vehicle pound or immobilised with a wheel clamp. In the cases addressed by the official questions, vehicles serving disabled people and displaying the appropriate permit are not subject to those measures. The panel concerns enforcement of the parking restriction; it is not an available towing or repair service.
