Continuation of the 80 km/h maximum speed limit
The main sign prohibits exceeding 80 km/h. The panel with one arrow upward and one downward is the continuation panel: the limit was already in force before this point and remains in force beyond it. The combination therefore confirms an existing limit rather than marking only the start of a new one.
