This blue circular sign with a white upward arrow requires traffic to proceed straight ahead. It is the only permitted direction, so turning right or left at the junction is prohibited. It is a regulatory mandatory-direction sign. It does not mark the start of a one-way road, require traffic to form a single queue, indicate a traffic lane or imply that no vehicles can approach from the opposite direction.
